Terms of Use
These Terms set out the rules for using the OSPRE Nigeria platform — your rights and responsibilities, how incident reporting and resource downloads work, who owns what, and the limits of what a national early-warning service can and cannot promise. Please read them carefully; by using the Platform you agree to them.
They are written to be clear and fair. Use the contents to navigate to the parts most relevant to you.
Agreement to These Terms
These Terms of Use (“Terms”) govern your access to and use of osprenigeria.gov.ngand all services, content and features provided by the Office for Strategic Preparedness and Resilience (“OSPRE”, “we”, “us”) (together, the “Platform”). By accessing or using the Platform, you agree to be bound by these Terms and by our Privacy Policy and Disclaimer. If you do not agree, do not use the Platform.
The Platform & the Nature of Its Information
OSPRE is Nigeria's National Centre for the Coordination of Early Warning and Response Mechanisms. The Platform provides risk knowledge, analysis, alerts, publications and channels to report threats to human security.
Not an emergency service
Eligibility & Accounts
You must be at least 18 years old to use the Platform. Certain areas are restricted to authorised staff and partners. If you are granted an account, you agree to:
- Provide accurate registration information and keep it current;
- Keep your credentials confidential and enable the security measures we require, including two-factor authentication;
- Accept responsibility for all activity under your account and notify us immediately of any suspected unauthorised use;
- Use your access only for the purpose and scope for which it was granted.
We may suspend or revoke access at any time to protect the security or integrity of the Platform.
Acceptable Use
You may use the Platform for lawful purposes consistent with its mission: to obtain information, submit good-faith reports, request resources, and engage with our services. You agree to comply with all applicable Nigerian laws and these Terms in doing so.
Prohibited Conduct
You must not:
- Submit knowingly false, misleading or malicious reports, or impersonate any person or authority;
- Attempt to gain unauthorised access to any account, system, network or data, or probe, scan or test the vulnerability of the Platform;
- Introduce malware, or interfere with, disrupt or overload the Platform or its security controls;
- Scrape, harvest, or systematically extract data or content except as expressly permitted;
- Use the Platform to infringe intellectual-property or privacy rights, or for any unlawful, harmful or fraudulent purpose;
- Reverse-engineer, copy or create derivative works from the Platform except as permitted by law.
False reporting and unauthorised access are offences
Your Reports & Submissions
When you submit an incident report, enquiry or other content, you confirm it is provided in good faith and, to the best of your knowledge, accurate. You grant OSPRE a non-exclusive, royalty-free licence to store, process, analyse and act upon your submission for the purposes of early warning, response coordination and the statutory record.
- We may review, verify, redact, publish (in sanitised form) or decline any submission at our discretion;
- Where you choose to report anonymously, we handle your submission as described in our Privacy Policy;
- We do not guarantee that any report will result in a particular action or outcome.
Resources & Downloads
Reports, briefings and publications made available for download are provided for information, research, policy and educational use. Unless stated otherwise, you may read, quote (with attribution to OSPRE) and share them for non-commercial purposes, but you must not misrepresent their content, remove attributions, or present them as your own or as official advice for a specific situation.
Intellectual Property
The Platform, its design, text, graphics, logos and original analysis are owned by OSPRE / the Federal Government of Nigeria or its licensors and are protected by law. The OSPRE name and crest are protected marks and may not be used without written permission.
Certain analyses incorporate data from independent third parties under their respective licences and are attributed accordingly — including conflict-event data from ACLED and UCDP, open event data from the GDELT Project, geolocation data from DB-IP (CC BY 4.0), and weather data from Open-Meteo. Their data remains subject to their terms.
Third-Party Links & Services
The Platform may link to or rely on third-party websites and services we do not control. We are not responsible for their content, availability, or privacy practices, and inclusion of a link is not an endorsement. Your use of third-party services is governed by their terms.
Disclaimer of Warranties
The Platform and its content are provided “as is” and “as available”, without warranties of any kind, whether express or implied, including as to accuracy, completeness, timeliness, fitness for a particular purpose, or non-infringement. We do not warrant that the Platform will be uninterrupted, error-free or secure. Full details are in our Disclaimer.
Limitation of Liability
To the fullest extent permitted by law, OSPRE, the Federal Government of Nigeria and their officers and agents shall not be liable for any indirect, incidental, special, consequential or punitive loss, or for any loss arising from your reliance on information obtained through the Platform, or from any interruption, error or security incident. Nothing in these Terms excludes liability that cannot be excluded under Nigerian law.
Indemnity
You agree to indemnify and hold harmless OSPRE and the Federal Government of Nigeria against claims, losses and expenses arising from your breach of these Terms, your misuse of the Platform, or your violation of any law or third-party right.
Suspension & Termination
We may suspend, restrict or terminate your access to the Platform at any time, with or without notice, if we reasonably believe you have breached these Terms or to protect the Platform, its users or national security. Provisions that by their nature should survive termination will do so.
Governing Law & Jurisdiction
These Terms are governed by and construed in accordance with the laws of the Federal Republic of Nigeria. You submit to the exclusive jurisdiction of the courts of the Federal Capital Territory, Abuja, in respect of any dispute arising out of or in connection with the Platform or these Terms.
Changes, Severability & Entire Agreement
We may amend these Terms from time to time; the “Last updated” date above reflects the current version, and continued use constitutes acceptance. If any provision is held unenforceable, the remaining provisions continue in force. These Terms, together with the Privacy Policy and Disclaimer, constitute the entire agreement between you and OSPRE regarding the Platform.
